External cpanel licenses are very hard to come by. Buycpanel.com has about the best price around for an external cpanel VPS license at $15/mo. I Have seen some other providers with external dedicated server cpanel license at 30/mo.

The best place I have come to find these licenses (cheapest price) is at cpanelsource.com. It's instant activation as well!
