Looking for VPS Host that ..

I am looking for a VPS Host that allows for file sharing. (i.e. I will be putting some movies, videos, etc. on the site.), so is it best to find a VPS that is not in the USA?

Looking for at least

- 20 gb space
- 100gb bandwidth

under $30 per month
