With this system: With: Dual 64-bit Intel Xeon Quad Core processors with 8MB L2 Cache at 2GHz (Clovertown)(Dual Quad Core) 4GB 667MHz (4x1GB), Single Ranked FB-DIMMs Hardware RAID with 256MB of memory (2x) 500GB, SATA, 3.5-in, 7.5k RPM Hard Drive (Raid 0) 2000GB Top Quality Tier 1 Bandwidth
How many websites can we host on this server? (Don't notice bandwith..)
This depends on the kind of websites. Simple Notepad html websites 100s (depends on the traffic to the sites), Large database sites a lot less ofcourse.
not heavy websites; light blogs, light forums.. with 2% cpu limit..
With these server specs I expect you can atleast host 100+ blogs.
Isn't it too small amount for 2.0 GHZ X 8 Xeon Cpu?
I said ATLEAST 100+. XEON's can hold alot more. Normal Dual Core's can hold lots of blogs or small sites.

Cpanel 11 gives you unlimited domains so its not a limit of the software like Plesk would be. Basic html sites you could get about 1000 with just apache not sure what load Cpanel puts on the server. With Cpanel I would be comfortalbe putting 200 to 400 sites on that server.
Just as a side note, you may want to re-consider raid 0 or do raid 0+1 (or some other backup method) or you may end up with many unhappy clients if the 0 fails.
