Sure, you could get something for that price, tell us where would you want to place the server(geographically speaking), what kind of hardware are you looking to place in the server.

usa location, Dual Xeon 2.4. 2 GB Ram, 250 GB Scsi Hard disk and plesk /cpanel control panel.

yes with budget you can go for dual xeon definitely. still you cannot use cpanel on windows. are you looking for managed service?

CrystalTech is a great service provider.. never had problems with them.

Seems to be their own control panel, not Plesk, you should have mentioned it.

You will have to chose another control panel. I would suggest Dot Net Panel as it is basically the leading Windows CP now that Helm has fallen over.
