Some limit connection mods can limit max connections per vhost, any mod can limit connections to apache server per IP?

Thanks, but I think mod_limitipconn.c can only limit per vhost connections, I want limit connections to apache.

Read that page ISPserver directed you towards more carefully:

and add this line to every virtual directory you want to limit or add it once to the main directory to limit all

With a little fiddling, you can configure it to work as you wish.
