We use servu as our FTP server as we couldn't find any other way of doing it

create an individual NT account for each web and set a quota for this??

See, I am running on Win NT and secondly I use ftp servu BUT the control panel for Nt that I am developing should work on IIS ftp 4.0 (I mean limiting space) as not all people are using ftp servu...
