My host is being slow on weekend tickets (not normal for them) and I have a domain up that when you visit it, you get this error all of the sudden. Forbidden

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

Log in via FTP and rename your .htaccess file to .htaccessbak and see if that fixes it.
I can't see that being the cause. An internal server error, maybe but forbidden is generally permissions related. (Yes, I suppose he could have banned himself via .htaccess entries but it's doubtful).
You should doublecheck on the permissions of your www / public_html folders (or whichever directory is your http root). They might be a bit too low & disallowing people from visiting them. The same applies to the files you're trying to access; Try accessing another file on the same domain (maybe upload a .txt file).
And last, but not least: find a new provider. You'll quickly realize just how much you need tech. support when you're down. Non-responsiveness in a provider is completely unacceptable.

Most issues tend to be solvable by the user (and ultimately caused by). Most users don't take the time to fix it though. It's easier to submit a ticket. Looks like a permissions error. Check the ownership of your public directory and the permissions.
The site seems to work now anyway. Did you get a response from tech support?
