How to change Google Geographic Area in the Webmaster Tools

My domain name is ending with Dot.To which anyone in the world can register, but Google associates it with Tonga, how do I change it to the country I want? Anyone has any idea?

Yeap I tried with Dot.com I can change to any geographic location, main problems all my links are to my Dot TO domains What should I do? To redo everything and point to Dot com? That would waste years of SEO efforts....
