Which company is best in sense of Support and Hardware Price from all these:
ThePlanet
LiquidWeb
LayeredTechnologies
SoftLayer
I need managed solution provider.

You should note that only LiquidWeb is managed, the other three are unmanaged.
SoftLayer has good support and hardware.
LayeredTechnologies has good hardware. I didn't use their support much.█ Fraud Record - Stop Fraud Clients, Report Abusive Customers.
█ Combine your efforts to fight misbehaving clients.
█ HarzemDesign - Highest quality, well designed and carefully coded hosting designs. Not cheap though.

And what about their support, which they offer in free.

As I said, it was a year ago I currently have a server with layeredtech, among the ones you listed. I host shared customer websites.
Softlayer doesn't offer software support for free. They offer network/installation/hardware support. If you want software support from them, you'll need to pay $3 per ticket.
I suggest you get a management company (at around $30-$50 per month) if you'll buy a server from an unmanaged provider like softlayer.█ Fraud Record - Stop Fraud Clients, Report Abusive Customers.

I also have to host the sites of my clients and want to know which is best in sense of hardware and support espacially.
I just will need to get support for the problems which cause around so updates of cpanel i can update from the WHM is not it ?

I am using liquidweb for my server but experiencing problem which seems that it is on part of liquid.
My hosted sites are not working on these IP addresses: 202.125.128.0 to 202.125.145.255
When i get traceroute from my server to these ips there comes * * * at the point of 15-17 and it does not complete trace till 30 hops.
I contacted with the ISP which is using these IPs but on their part this problem does not look, because on these IPs some times sites work and most of the times does not.
What do you think on this problem?
So now i want to move some other where my sites works on these IPs too.
