Hopping up and down -- all traffic for me at least seems to be coming in and out of Cogent (as opposed to not seeing Cogent before).

Looks like they were down for ~ 30 minutes, and now are on/off/slow/etc... hopefully it's getting resolved. The problems do seem to be with Burst's router to Cogent -- maybe overloaded, improperly configured, or something else...
