It's a dedicated server on a 100 mbit connection. Many people have tested it and max they can get is 30kb/s. The server has no other traffic. I'm wondering it because i can downdoad the speed test file they provide here at max speed with my home connection (2mb/s+).

15 - 20kb/s with spikes up to 30kb/s on my server, 9 - 15kb/s at home

350K from Leaseweb using peering. That host is terribly slow, looks like its massively oversold.

Ive had no issues with network speed on a small VPS from VPS4Less.
Your server is definatley not connected at 100Mbit. Ask them if its shared how many people share a 100Mbit line. A lot of the time 100Mbit means a connection towards a switch where bandwidth is split between other servers.
Getting 70KB/s down here on an 8Mbit connection.

I have a VPS hosted there too and actually the speed is better from it. That server is really on 100mbit port and i can download with the server about at 6MB/s.

Well, having a VPS (pretago) in Germany, I get 80 - 160kb/s.
Using my VPS I usally get up to 7MB/s up and down from/to other servers.
So, your´s rather bad...

this is what i get for your testfile from my box at vps4less.de
(673.73 KB/s) - `100mb.bin' saved [104857600/104857600]
so that should be their local traffic between mine and yours servers in their DC, which is very slow as you can see, something is prolly wrong with your server, because i don't have such issues at mine servers there.
