I'd have said there's not really that much room in the market for yet another cpanel licensor. You need to have a significant number of internals before being able to provide externals, and the more you sell the cheaper your base price, but it's unlikely you'll hit the sort of numbers already handled by ndchost and teh other big external licensors.
Most people who want cpanel just get it from their DC/Dedictaed provider, many of whom throw it in with the server, so it's only the clients of small operators (most of whom i expect to see close in 2008) and collocation clients who'd be your target marekt ...

You mean like RVSkin and RvSiteBuilder?
I personally used RVSkin, tho they are useful for people that uses more than one languages or for host that target users for other languages; that does not make much difference it seems like what cPanel itself provides is the main thing.
