Only 1 Website Access - Lock Down Computer

Does anyone of a Linux distro or even how to accomplish the following on Windows.

I need to set up a machine for employees that ONLY accesses our web management panel.

I need it so that nothing else can be done. Can't close it, can't open other applications, can't visit other websites. The sole purpose of this machine is to manage things via a web interface located on a single domain.

If possible, would love for it to just boot and start a full screen browser session at this website.

*Of course, if I need to, I'd need the ability to boot into safe mode or something and login as admin.

Anyway, are there any quick and dirty ways to accomplish something like this?

Yes, this can be done quite easily.
