A friend of mine has been with LiquidWeb shared hosting for over 3 years now. Since I have worked on his site as well, I've had a chance to see how LiquidWeb works.
Uptime - really high. Over the past few years, I have seen a few rare instances of the site being down for a minute; probably during a software update. Other than that, the uptime has been solid.
Speed - LiquidWeb doesn't seem to oversubscribe very much at all, so the speed is in the mid to upper tier of shared hosts I have seen.
Support - This is what sold me: even though I don't own the shared hosting account, I called and emailed LiquidWeb support with a few questions and issues regarding the site, and they resolved the issues anyway. This was the main reason I personally started getting dedicated/VPS hosting from them earlier this year: the support is quite good and friendly.
That said, their phone support is better than their ticket support. Phone has generally been less than 3 minutes wait and then speaking directly to a friendly technician/rep. Email/ticket support is good too, but response times have generally ranged between 10 minutes to 2 hours, so it's a little less speedy.
Ultimately, LiquidWeb shared hosting costs more than the average host, but it is worth it IMHO, especially for the support and since you can actually use all of your quota without being shut down.
