I was satisfied with my account at reliablesite.net. Per default you can customize your package, so you can get up to 40GB storage and 200GB bandwidth. Most of the other features can be customized (domains, databases, e-mails and so on).
Performance wise I had the same page render/load times on a CMS there as on any hosting provider I've yet tried (including unix hosting). There are a bunch of good Windows Hosts out there! Which one you go with will depend on what you need. For instance, JodoHost has the cheapest Windows reseller plan out of all of them. Here are some good Windows hosts off the top of my head.

you may want to give us some more information in what your looking for too, ie do you need SQL, .net 2, Ajax etc. as not all hosts can offer you these features, and most importantly what is your budget?

I too recommend Discountasp.net. I have been using for a few years now and their knowledge and support for Windows hosting is as good, if not better, than many other Windows hosts I have used.

First of all consider your requirements , what do you need exactly with windows hosting such as .net 2, ajax , mail client , apache or IIS , mssql or mysql , do you want to stream video files or mms , cdosys , asp upload etc.... there are lots of different needs.Then choose for the best solution
