I'd think that tax will have a hard time getting approved. Politicians know voters loathe taxes and it's not going to a worthwhile cause so it'll definitely cause them harm if they pass it. Spread the word and you can easily destroy this measure.

Right now it is not illegal in Canada to download music as far as you put it on some medium for which CRIA collects taxes as when you purchased that blank medium you paid for the right to put pirated content on it.

This new tax would work in similar way but on the other end of this process. Every time you buy digital download you would pay for the right to share those files which would effectively make uploading mp3s not illegal.

Eventually SOCAN would be crying about that tax in a same way as CRIA cries over their's now, but as far as you are in Canada you could download and upload music as much as you want to.
