Well you can contact local businesses to whom it may be an advantage to have some sort of precense on the internet if they don't already. Of course, if they're going to buy web hosting they also need somebody to manage their website.

My recommend to the OP is to find a marketing agency that can help you, or hire someone to do the marketing. If you're doing it yourself, grab some books, and start reading.

You asked a very vague question about promoting a "general website" or "hosting company," and that won't lead to the responses you want. Look at which services that you offer have your largest profit margins and find ways to target these clients first.

There's not a "best way" to promote a website or business. There are several different strategies that work very well and similarly the same.

If you're someone who likes local clients like myself, then you can simply start sending ads to local businesses in your area, and you'll be surprised how well they respond. The extra benefit of starting locally is that you'll get to do a lot of management as well, meaning you'll be able to charge hourly for maintenance, etc.

But if you'd rather deal with clients on the internet only, then I'd recommend to advertise on several discussion boards, use an SEO company to optimize your site so you can get good traffic from search engines, and PPC will work great as well.

try to add your site to varios search engiens like google msn yahoo, googler Europe and altavista.

there is other ways like exchanging your website link with other websites owner or trying promoting manners like adwards
