Did you check the logs?

Most Apache logs are in the "logs" directory in the Apache root directory. Mine is /usr/local/apache/logs. In there you will find an error log, access log, and some SSL related logs. I'd check the error log first, and go from there.

Also check the server's error log (/var/log/messages).

It would be hard to put a fixed price on something like this, could take 5 min to fix, or 4 hours.

this happens most of the time when you have high ram usage or very heavy iowit..
Check iowait usage through "Top" command at SSh.
