A service like this could be useful, but for me only if I would be able to install all my own tools.

How much traffic would we be allowed to use? With 30GB you'll probably attract torrent-kiddies, pushing hundreds of Mbits. Whats your policy on that kind of usage? (Torrenting is a grey area in the Dutch law...)
