What is the best way to Search Engine Optimize two domains which have the EXACT same content located on the same server but different account?

URL redirect via the Domain Settings?

URL redirect via PHP Headers?

Any tips?

To avoid getting penalized for duplicate content use a 301 (permanent) redirect. For efficiency do it using Apache (vhost or .htaccess) not PHP. "Domain settings" would be specific to your control panel but that's probably what you want.
