Quad Xeon or Dual Xeon Europe

I tried looking for a server a Dual Xeon or Quad Xeon but I cant seem to find one I found one dude that had a Dual Xeon but he doesnt respond to PM I sent him.

All I see is Core 2 Duo I need one for my EU site give the best speed for my EU users.

Can someone help me find out because I looked around couldnt find any.
