Need a video share site asap!

Hi
I need asap a video share site (youtube style)
Rules:
1. A running site with content / traffic.
2.If not a site, could be a fast developer.
3.Abilities are to insert clips from youtube or same kind of sites, and to let users upload their own videos.
4. Not big budget.
