Limit resources per user on Windows

Hello,
I want to limit resources like CPU and RAM maybe as a per user setting on a Windows Server 2003.
I've read about Windows System Resource Manager but from what I see it applies to per-process.
Is there a solution (freeware maybe

) for this?
