Yes, it is a month to month contract,
this means you can cancel your server if that would be required at anytime without any fee's

Note that we also provide reboots free of charge,
however, if you really need instant reboots then you would indeed require a APC Remote Reboot,

Not entirely, we do not restrict IRC usage on the main IP of the server, however, we will not give out extra IP's for IRC usage, and we also dont want extra IP's used for it.
Also if we notice any problems due to the IRC, the possibility to use it is immedieately revoked

That is not a dual core CPU
And it will also not get a 160GB SATA drive.
The servers that I was speaking about with the 160GB drives, are server #7 and #8
