Reliable calling to +57 6 (Pereira, Colombia)?

Here's my situation:

I have a need to regularly call +57 6 (Pereira, Colombia) and currently do so with either a comfi.net calling card or AT&T, however, both cards regularly experience issues completing calls to land lines at this country/city code.

The line itself is functional, at least internally. The person in question is able to make and receive calls within Colombia but cannot make or receive to the United States on a regular basis.

I would say it's about 25 - 50% of the time that international calling is out of commission. Basically it rings on my end but not on the receivers end (and vice versa) or sometimes gives a busy signal or "Destination cannot be reached" type of voice message.

Can anyone help shed some light on this or even help find a solution? Perhaps suggest a calling card that does not hit POTS lines until +57 or even +57 6?

Thanks!

Jeff, not sure if you've looked at straight VOIP yet or not. However I'd suggest asking around to places like bandwidth.com and callwithus.com and see what their response is. I currently use callwithus and for most destinations they are quite stable and have decent quality (I've phoned other countries numerous times with callwithus and with voipcheap/betamax).
