I am not able to create new accounts. I would like to have some explanation on how to do it.

Are you receiving any error messages when creating new accounts via HELM? If so please post it here.

I am getting a failure. I have run diagnostics and it seems that the services are offline. However i have some sites running in the server and i am able to enter in helm control panel.

I have payed for having phone support but now i am not able to contact them on the time they have for answering phones

You should check the HELM logfiles.
If something goes wrong in HELM this is logged to a file. You can find the file in dir: C:\Program Files\WebHost Automation\Helm\Logs
