I'm building a Parenting Social Networking site based solely for the state of Indiana. It will be non-profit but will include google/yahoo ads or any other ads i can put it. it is not live because i'm needing my site designed.

Have you considered starting with joomla and community builder extended so that you can depend on more open-source and/or inexpensive modules for your tasks?

A system like this can add the interactivity while keeping costs down.

What do you want done with the site that people need all the technologies mentioned?

Oracleweb may have a good point, something like that developed properly would cost quite a chunk of change.
