As an example... I know that whenever I've dealt with spam posts, there are usually 5 posts made by the user before it's caught up.
I believe the limit is 90 seconds (although that might have changed)... and so at 5 posts, that takes 450 seconds (7.5 minutes) to post.
On that basis, lowering the limit to 60 seconds would allow 7-8 posts in the same timeframe; and down to 30 seconds, that would 'allow' 15 posts.
As you said, people just open them in tabs. But the difference is how many posts they can get through before we can step in and react

Obviously the number of posts that get through depends on the individual moderator and their reaction time, but, the same principles would apply.
