I guess. The concept seems off to me, though. I mean - just because two companies use cPanel doesn't mean that their clients are interchangeable. Seems to me that it's more of a matter of a client wanting to change hosting providers that a matter of buying clients that use a particular control panel.

Or maybe I'm just reading too much into this.

Person is buying clients. The number one requiremnt is that the client is currently using cPanel. Further discussion/requirements would be negotiated after that time (most likely details such as package sizes, IPs, terms etc etc).
