Anyone know of a provider in the Vancouver area? Hopefully cheap.. everything around there is expensive.

How much is your budget?

I've recently colocated a box at http://netriver.net which is in Lynnwood, Washington. All has been good so far

they're pretty new.

If you can go a little further down the west coast, there is also Staminus.

Well if you really need to be hosted in that part of the country, Hostway has a DC in Vancouver, but their price may be an issue for you.
