Manage Multiple FTP user accounts

I need a web based management FTP Server.

basically one account /www/

that account should be able to manage logins for many sub levels

/www/login1
/www/login2
/www/login3
/www/login4
/www/login5

etc..
Got plesk 8.1 installed to manage this but i cant get it to work... it is very limited compared to cpanel. any ideas would be great!!!
