I would recommend getting a business to do this for you.

They may charge per hour, but it would be worth it.

Are you looking at securing a web facing Windows box, or is it for something else, like a domain controller/email server?

Google around and you should be able to find some but it all depends back on what you are going to do as those available out there may not fit into your environment

Be sure to read up on IPSec policies. They are not that difficult to write. You can start one from scratch by using the Local Security Policy snap-in. Just be sure to not assign it prior to making sure its correct.
