I'm confused. Is the price $9.95? Or is this an auction with a starting bid of $9.95?

Fair enough. That was confusing (unfortunately I can't change it now). Lets do this.

Its an overnight auction.

If tomorrow morning I log in and there are two offers I will take the highest of any offer at or over $9.95. If there are no offers yet then its $9.95 first come first serve tomorrow after 9 AM EST. Just leaving the door open for any higher offers for a few hours. Its a ridiculous low price but hey it isn't helping anyone sitting on my hard drive and I have other work occupying me.

are these coded or any subpages included?

As stated in the description these are PSDs (adobe photoshop files) and are layered not flattened. Coding is not included but you can get coding cheap these days especially on WHT. Subpages are easy to come by from the design but again not included.
