I currently have a three year old version of Elements on a Dell PC.
Soon I will be getting a new computer and I am thinking about software upgrades.
I have a website that requires very exact color balance and sharpness for many photos with the occasional special effect
Should I upgrade from elements to Photoshop?

Months ago I faced a similar dilemma. However, in my case (and as much as I've read your demands, my problems then was almost the same as yours) I chose Photoshop elements. My decision has proven to be the right one, for months now I am content with the Elements.
However, I guess that this article would for sure make your choice easier, take a look

It all depends how much work you plan to do, and what kind of work. I would choose Photoshop just because you are then not limited to what you can do with the program, but with Elements you may find yourself wanting to do things, and then be limited by the programs capabilities.

I've always thought that Elements was for the person who wanted to do basic photo editing kinds of jobs, and Photoshop was for the full artistic job. Photoshop seems to do me anyway

Yes,
It is generally all about feature availability (respectively - output quality) that
makes Photoshop and the Elements completely different pieces of software

It all depends on what exact feature you need.
I just don't want to remember those terrible hours when I was madly searching for an option in somewhere in the Elements' available once.
What a relief when finally I found it out - in Photoshop, of course.

Elements is the way to go for photo editing, but if your means are for all around graphics, then definetly upgrade.
The full version of Photoshop is fantastic.

however at the price of a full version of Photoshop you could easly pay for a professional to do the site aswell and save yourself some headaches.

I believe that Elements and Photoshop are totally different. I have Elements because I am a cheapo, but I have done extensive work in school with Photoshop. Elements is good if you don't want to put any time into learning the environment. Also, depending on what version you are using of Professional, you may never find some of the functions found in Elements. An example of this is the Red Eye Removal Tool that is in Elements, but not in older versions of Photoshop. If you have the money to upgrade though you will find that there is no comparision. I almost never use Elements, as after learning Pro I am lost when I try.

Definitely.
The quote above may perfectly sum up our thoughts so far, I guess.

Elements is like Photoshop's retarded little brother. Once you got the real deal there's nothing useful coming out of Elements anymore.
