So what do I need?
I'm going to be running a proxy website and I would love to know at what kind of server I should be looking for.
I guess I'm looking for something with midly low disk space, and high bandwidth. But what do I really need to just host a web proxy, a forum and some downloads? I'd also like to know what I need as far as CPU/RAM specs go.

What's your budget?
How about a low quality dedicated? Celeron 2-2.8 with 512-1gb ram

You can not know what you need until you are going to know your ... site traffic.
You can start with a low level server and than eventually upgrade it.Website developer: php, mysql, apache.

A proxy? I'd suggest as much BW as you can get and maybe some kind P4 something....
