What is the difference between "Virtual Private Server" and "Semi Dedicated"?

A virtual private server is a virtualization of a dedicated server. From the end-user perspective, they are actually using a dedicated server. The benefits of this are that you have such features as root access and guaranteed CPU/RAM resources. A semi-dedicated plan is technically just a regular shared account. The only difference between a semi-dedicated and a shared account is that you may be allowed to use more CPU/RAM than a regular shared package.

    Hope this helped.

So they "dedicate" certain resources to you whereas with a regular shared account it's less well, dedicated?

Right, and with a VPS, you're sometimes allowed to "burst" past your guaranteed resources. With a semi-dedicated also, some hosts make it a bit more dedicated by limiting the number of accounts on a server. But in the end with a semi-dedicated account, one client on the server can hog up all the resources if he/she really wanted to.

Yes, that's truely stated by Ran. Semi-dedicated is not at all advisable. If you really required dedicated but not willing to pay that much, go for VPS or low end dedicated server. But never opt for semi-dedicated.

I've never seen semi-dedicated offers, that might be an interesting stage between shared and VPS, but the term itself is slightly confusin. Who sells them?

Well explained by Ran. I will also suggest for a VPS.
