The mention of overselling from a potential reseller provider is usually tied to the most commonly used control panel system for resellers- cPanel.
Their reseller panel; Web Host Manager (WHM for short) comes standard with a set of configs that are meant to reign in the reseller to only sell the space and bandwidth they are allotted. WHM can be switched over at the Admin level (the server owner) to allow what is commonly referred to as 'overselling'. All that does is allow the reseller to allocated infinitely more space than he has allocated to him in his agreement with the server owner.
What that does not mean is that he has infinitely more bandwidth and space available to him without paying for it. When his usage hits his package limit, he will need to manualy upgrade his package with his upstream provider. I'm not sure if cPanel will do that automatically, usually it requires an email to the Admin to increase the package size. Once that is done, his usage again will be below what is allotted to him and he can oversell further.
In short, overselling is tied directly to usage rather than allocation.
I am going to dissagree with Highland. Just because you have cpanel dosent mean that feature is tied into it. Hosts oversell regarldless of what hosting control panel is installed on the server. This term simply means they their resellers are allowed to make up whatever space and bandwidth they want to in their packages.
Associating a specific control panel with a feature like that is a bad idea.

Hi everone, I'm new to the whole hosting thing and I'm currently looking for a good one so any advice you could give me would be helpful.
Right now I'm looking at downtown host. So here's my question... On their reseller accounts what exactly does "Disk Space & Bandwidth Overselling enabled" mean?
Let me quote to RZ about this Cpanel/WHM feature
"Overselling enabled is where we take the amount of disk space and bandwidth ACTUAL USE between all your accounts. For example, if you had the 5 GB space and 75 GB transfer plan and you decided to offer plans such as 1 GB space and 15 GB transfer on your site, you would only be able to offer it to 5 clients. With overselling enabled, you would be able to offer as many as you want as long as the aggregated amount USED between all your accounts does not go over the 5 GB space and 75 GB transfer"
