I am looking into getting started with a resellers account and in all of the tos I have read there is a part that mentions "actively monitor subaccounts" and I am wondering what is considered an appropriate way or ways to do so.

Encouraging users to continually apply patches (send out regular reminders). Have a strong TOS yourself and enforce it. Make customers aware of consequences of violating the TOS.

Make sure you know what your customers are hosting (or at least have a general idea). Do fraud checks to prevent spammers as well (some spammers will unfortunately use real information)...
