With your usage, I would even hesitate to suggest a VPS as your maximum cpu is not going to be enough to handle the loads, unless there were just 2 VPS to a server. You want all the burstable CPU, not a fraction of it.
Definitely semi-dedicated or better yet a managed dedicated if your not technically inclined.
Thare has to be a deal out there for you. I would start by looking over the Deicated forum. There will be some operators there that can assist you.
It's true that advertising 2TB of bandwidth on a shared server is overselling, and that in and of itself is not a bad or deceitful practice. It is just a reality of web hosting. What you need to understand is that your account is probably oversold - to what degree varies in any situation and recognize that a little more secluded environment is just prudent practice.
I have a cell phone and share the Verizon network with 100,000's of other users every day. To imagine that we get a whole fiber pipe to our little selves is a bit, well, bordering on fantasy.
Do you have something else you're not telling us, such as lots of file downloads and such?
Also, have you run into any problems with your existing shared hosting provider? If they are doing the job, and you're not hitting their maximums, is there a reason to change?

I do not have problems with my hosting provider (BLUEHOST) , but i prefer to sleep with a peace of mind while i hear many whispers about overselling and threats of suspension especially when my site is growing and needs a solid ground.
