Depends on the chipset. C2D isn't specifically designed for a server, but you could use it and it would be fast and stable. Since the memory controller is not integrated into the CPU, there may be a chipset which uses ECC and runs C2D.
Yep, the Core 2 Duo will support ECC with the right chipset. Intel 965 and 975 both support it.
ECC isn't critical, but it is nice to have when you're dealing with several gig of memory. I would never run a corporate database without it, but for web sites you can usually get away with it and never have a problem.
