I always add extra IPs on one of my servers with the use of web form from my hosting provider. It takes 1-2 days and slows my business down a lot.
Last night I logged into my plesk panel and added an extra ip without any request. I just incremented the ip that I currently own by 1 digit.
This ip seems to work properly.
My questions are: Is it normal to add ips this way bypassing hosting provider?
Who keeps track of those IPs? Can they take it away from me?
Basically it means they have multiple ip's on your gateway ready for use. The company can shutdown your server (read their tos, it may say something about it) without any notification, however the proper thing for them to do is just bill you for it the next month (as what we do with our clients).

Don't do that! If the IP address hasn't been assigned to you by your hosting company, adding it in Plesk is asking for trouble. The best you can expect is for the IP address to stop working without warning.
