PHPNuke comes pre installed with Fantastico and other Autoinstallers, however, if you don't mind that I makes you a suggestion, please take a look to Joomla as an alternative, I personally prefer it over PHPnuke
Fantastico is an addon to cPanel, it's not a specific host, (I don't believe its available on any other control panels). It allows one to easily install software with one click. Hosts will generally advertise this as one of their features if they have it, although you can just ask any potential host.
I wouldn't recommend installing PHPNuke through Fantastico as it's usually a few versions behind the most recent release and probably has tons of security issues. If you want to use PHPNuke, I recommend you get the latest version and install it yourself. Or in your case if you don't know how to install it yourself, email a few hosts and ask if they can install it for you.
phpNuke is a pretty insecure script. We've had a lot of trouble with it before. You'd do better going with Mambo, Joomla, or some other, more reliable, script.
