Hey I have a question about Billing System/Scripts such as ModernBill and cpanel account creation scripts such as AutoHost, AFRM. What is the difference? The account creation scripts DO allow you to pay so what IS the real difference? Thanks.

They are billing softwares, not account creation only. If you look at the features of them when you can anderstand the differences among them.
