I think it really depends on the market you are targeting. Its like asking which is the best fruit to sell, orange or apple.

There is no right answer to that, because every person has a preference as to which Control Panel they prefer using! But having used cPanel, Plesk, HELM and DirectAdmin, I would say cPanel is the best all round for ease of use and for options it offers!

If there was universal best for your question, don't you think everybody would be selling it?
For linux your competition is pretty high. So is the market size. Most of the consumer web hosting is in the linux side.

I belive you forgot Hsphere which is one of the most widely used control panels for large webhots... large webhosts are popular one's

H-Sphere
I'm switching from AWBS / WHM / cPanel to H-Sphere. H-Sphere is harder to learn than cPanel, but in the end I'll be better off.
And H-Sphere isn't just a control panel, it's a COMPLETE web hosting solution.

I'm trying to figure out what kind of question this is. It's a really strange one.
If I say cPanel I'm saying Linux Only.
If I say Plesk I'm saying Linux, Windows (with asp.net 1 and 2) or both.
If I say ASP.Net I'm saying windows, but what control panel?
You need to come up with a better poll.
Control Panels are not types of hosting.
Types of hosting could be construed as:
Personal
Small Business
Enterprise
Etc...
