I am not sure If this is the right place to post this, If not please excuse me.

I was wondering if anyone knew of a mailing list script for a non profit organization. I am looking for one that does not have a need for subscribers, but I am just looking to mass mail to about 350 parents in one email from a certain email address, and If there is anyway to split the mass mailing so that I just have to send it once to everyone, but it sends it to everyone seperately so I know which emails didn't recieve it by them bouncing back individually. Any recommendations are greatly appreciated.

PHP List does this. Most hosts with cPanel + Fantastico should have this installed already.

Your other option is to go with an email list service that specializes in this sort of thing if you do not want to deal with trying to get the PHP List script to work.
