What would you all do in this case? To me it looks like software piracy stuff the "Limewire Pro" as you have to pay for that and "Crackdownloader 2.2" is a software to search for cracks to crack software. Need some recommendations as what I should do.
Would you issue a refund on his service if he paid using paypal or tell him no refunds would be issued. Our TOS states we won't issue refunds but I'm not sure if he would win a case with paypal if he opened up a dispute resolution. Just want to be on the safe side.
If it were us, I would email the user, explaining we had concerns about the hosted content, and give 24 hours for removal. If, after 24 hours, the content is still there, send another notice stating that the account will be canceled (with no refund) after another 24 hours. If the client contacts you within this time and can work something out, great; if not, then go through with it and shutdown the account.

If he paid with Paypal (and didn't fund it with a credit card), he can open up a dispute and he'll lose. Simply dispute his dispute...and put this in where Paypal asks for the Shipping Tracking Number: "WEB HOSTING - NON-TANGIBLE" He'll lose.
