Yes it's possible to have a second mail server, just create a second MX record for each site and then add a mail server at the resolving IP address
You could even cluster cpanel to do this, but obviously depends upon budget.

Yes... Install exim on a second box... Just have to keep up with the users. I don't use cPanel so I'm not sure if they have a tool for this.
But yes it is.

If you do this, you will not able to manage/create email account through cpanel, you have to do manually, cpanel only allow DNS clustering, others you have to do it yourself, then there is not much use of cpanel.

If you can script and work with network file systems, you can do pretty much anything you want with cpanel or any other cp.
It just depends if you want it to work out of the box or put the time or money into developing a cluster yourself, until cpanel actually add clustering into cpanel.

Why not develop clustering and then sell it back to cPanel

It is possible to do this, and the best way, will be to install a new server, without any Control panel on it, and just install qmail toaster on the new server. After this you will just have to go on your servers who are running Cpanel with Exim and alter the exim.conf configuration to send all the mail trough the new server.

The idea is to have Cpanel servers, for hosting, and another server without any control panel, just a mail toaster, to handle all the emails, from all the hosting servers, so that exim will handle the mails locally on each server(with spam, antivirus, etc) and the mailserver will handle the mails after this externally, so the new mailserver will be a mail gateway.
A bit insight you can find here(this is not, still, the full idea ):
