Think about the landlord of an apartment building. When you rent an unfurnished apartment, they provide you with the apartment but it is up to you to furnish it. In this case, your host is the landlord, your hosting account is the unfurnished apartment and what you need is a furniture store. (Website Designer or script repository)
Yes, You need to install some dating software application into your webspace provided by your host. The database is used to store multiple user credentials and various mechanism in which software/script will takecare of user authentication.
I'm a bit amused you are starting a "dating website" but don't have a clue what you are doing (those can be pretty complex and there's lots of them) but anyway...
As the above said. YOUR login with your host is the "keys to the car" for everything on your site. Something only you (and a web designer if you hire one) should ever have.
There are tons of software packages to build dating sites just like there are for e-commerce, classifieds, forums, Blogs and every other kind of site software...
First you have to determine what software does what you want to do, then if it's in your price range, then if you have the technical know-how to install it and configure it (doubtful from the sound of your post) and then maintain it and keep it secure.
Just like any web site that's not the hosts responsibility. Just like this forum for example. It is a paid program. But the people who sold the program nor the host have any responsibility for installing the software on the host's servers, putting the Web Hosting Talk logo at the top, programming which ads appear where and how often, creating the rules, deciding on which little smilies to use, what permissions different users have when they log in, installing security updates or software upgrades if the manufacturer releases them, optimizing the database tables now & then etc. etc. etc.
That's all up to the administrators, and designers of this site.

The only possible exception is there may be some "turn key" services. These are usually a bad deal for many things but for example some companies provide e-commerce for people who don't know anything. The user pays a high price (like $100 a mo+) and all they have to do is enter their store name, upload the pictures of their merchandise and fill in the prices & such & the specialty site handles all the rest, figures the taxes, collects the money & send it to the owner, etc. The owner just gets a notice of what to ship to who.
But these are high priced and must be trustworthy, I imagine somebody offers similar for dating sites but watch for the people you are dealing with, you might lose a lot of money or have a lot of "fine print" in the agreement etc.
A few years ago a guy (idiot) I know casually; signed up for a shady deal where he thought he would get rich with an on-line casino, it was that type deal. Very little set up on his part, he paid them a hefty fee, then the money was supposed to come rolling in from his "personal casino". I think he stuck it out for 5-6 months losing the fees every month and finally realized I wasn't lying when I told him they were taking advantage of him...he had big dreams but ended up just spending about $100 a month for nothing.
I urge you to learn more about what you plan to do before you make mistakes and lose money needlessly. As of now you have bought a garage and it sounds like you expected a car to come with it.
