some web sites have public files that they do not care who downloads them, since they are large on size, ftp is more reliable to download.
(like for example, Dell might want their drivers available)

Anonymous FTP can be used for people to upload files to your web site. Usually there is a "public" directory where people can download files and an "incoming" directory allowing people to upload files to there. It is set to upload only mode so things uploaded to this directory cannot be downloaded.
If you have a site that lets people to upload files to you, this could be handy.
