    Any free vps handling system

    Due to tight budget, no able to buy commercial systems to create vps, just curious is there any free and good vps systems, if not, please also recommend a cheap one

    You could try Xen. Or Linux-Vserver. Or UML. Or OpenVZ. Or FreeVPS. And the list goes on. There's quite a few of them. I personally use Xen, and, it works pretty well for me. Usually any breakage is caused by my custom networking scripts

    There is the Xensource site (http://xensource.com), and, theres the Xen site at the University of Cambridge (http://www.cl.cam.ac.uk/research/srg/netos/xen/). On the Xensource site, get past all the "XenEnterprise" stuff, and look at the opensource version. There's not much in the field for control panels for Xen, so, you might end up writing your own.

    There's also cube panel if you're looking for one that will run just as happily on Windows.
